The same report has suggested that Barcelona officials have already started negotiations with the player and his family amid interest from Chelsea. The Catalans have a fine track record of promoting youth into their first team, with the likes of Lionel Messi, Xavi, Andres Iniesta and Co. all coming through the youth ranks at the club.
And with the club unable to make any more signings until 2016, they may have to turn to youth once again in the near future - which could ultimately hand Simons an opportunity at the Nou Camp.
It remains to be seen as to whether the Chelsea hierarchy will step up their interested in the talented midfielder, but they will certainly have to fight hard in order to bring him to England's elite division.
Chelsea youth
It appears, then, that Jose Mourinho is hoping to secure long term success at Stamford Bridge, with a number of fine young players already at the club.
The Blues recently splashed out on teenager Kurt Zouma, but will also e hoping to promote within their own academy ranks, with a number of players having struggled to make the jump into the Blues' first team during the Roman Abramovich era.
Immediate focus
For now, though, Chelsea boss Mourinho will be concentrating on his side's up-coming Premier League fixture, with the Blues in action against Welsh outfit Swansea City this weekend.
Mourinho's side have made a fine start to the campaign, having secured three wins out of three so far this term. Swansea, meanwhile, have also made a fine start to the season with three victories, including a win against Manchester United at Old Trafford on the opening day of the season.
Chelsea fans will be hoping to see striker Diego Costa in action this weekend after the Spanish international was ruled out of his national side's European Championship qualifier with Macedonia on Monday. The forward has made a fine start to his Blues career, but could be replaced by either of Didier Drogba or Loic Remy on Saturday.
